European Cluster Panorama 2021

On December 16, 2021, the European Commission published the latest edition of the European Cluster Panorama 2021.

The European Cluster Panorama report presents the state of clusters in Europe and their role in promoting resilient, green, and digital industrial ecosystems within regional economies. The report provides a comprehensive overview of economic activity and the concentration of cluster organizations across EU countries, based on employment and value-added sector data from 14 European industrial ecosystems identified in the updated Industrial Strategy.

The report also includes an interactive mapping tool featuring more than 1,000 cluster organizations, as well as inspiring examples of policy and practice that support the mission of clusters through a dedicated policy toolkit.

Clusters account for approximately 25% of employment in the EU and are distributed across 201 European regions. More than 80% of European cluster organizations support companies in their digital transition, while over 60% support the shift toward green transformation.

The European Commission integrates and activates clusters through the European Cluster Collaboration Platform, which supports cluster cooperation, internationalization, networking, access to public and private funding, communication, and advisory services.
